Though Henry Hallam, born #OnThisDay in 1777, may deserve more renown as a constitutional historian than a critic (per Chambers), his work that I constantly see cited is his Introduction to the Literature of Europe, which Chambers calls “a great monument of his erudition.”
His Constitutional History of England, which Chambers calls “grave and impressive,” can be read here in an (apparently popular) Everyman’s Library Edition.
